R(r)elações I(i)nternacionais, realismo e análise da política externa (APE) : contextualizando a invenção da APE

Abstract

Este artigo faz uma contextualização do nascimento da Análise da Política Externa (APE). Apresenta uma análise historiográ&ca da invenção da APE e da sua relação com os anos formativos da disciplina das Relações Internacionais (RI). O seu objetivo é o de iluminar a relação entre a história e a teoria da origem da APE como campo de estudo autónomo. O artigo está organizado em três partes. Em primeiro, identi&ca as origens europeias e norte-americanas do estudo da Política Externa e a sua ligação com as policy sciences. Em segundo, relaciona o surgimento do Realismo com o estudo tradicional da política externa e sintetiza as principais críticas teórico-metodológica introduzidas pela APE. Finalmente, apresenta uma análise dos principais marcos e inovações teóricas das abordagens que inventaram a APE. O artigo defende dois argumentos. Primeiro, a invenção da APE inscreve-se num contexto histórico e académico de protesto contra a visão tradicional de pensar e investigar a política externa. Segundo, é necessário assumir a interligação entre contextos históricos e contextos cientí&cos na evolução teórica das RI e da APE.

This article provides a contextualization of the birth of the Foreign Policy Analysis (FPA). It presents a historiographic analysis of the FPA invention and its relationship with the formative years of the discipline of International Relations (IR). Its purpose is to illuminate the relationship between history and the theory of the origin of the FPA as an autonomous &eld of study. The article is organized into three parts. First, it identi&es the European and US origins of the study of foreign policy and its connection with policy sciences. Second, it relates the emergence of Realism with the traditional study of foreign policy and synthesizes the main theoretical and methodological criticisms introduced by the FPA. Finally, it presents an analysis of the main theoretical frameworks and innovations of the approaches that invented FPA. The article defends two arguments. First, the invention of the FPA is inscribed in a historical and academic context of a protest against the traditional view of thinking and studying foreign policy. Second, it is necessary to assume the interconnection between historical and scienti&c contexts in the theoretical evolution of IR and FPA.
