Regeneração da cidade

Abstract

O objectivo desta dissertação é em primeiro lugar o aprofundamento e desenvolvimento de conhecimentos pessoais numa área que me motiva, tentando modestamente apontar alguns caminhos possíveis para a resolução de uma situação que tem vindo a "corroer" as nossas cidades, A regeneração urbana é um processo largamente experimentado mas trata-se de um fenómeno pouco compreendido. Embora algumas cidades tenham sido envolvidas em esquemas de regeneração e ainda muitas companhias de desenvolvimento, instituições financeiras e organizações comunitárias tenham participado em tais aventuras, não há uma única forma prescrita de regeneração urbana prática ou uma única fonte autorizada de informação. O objecto de estudo do meu trabalho de dissertação é essencialmente a cidade e a regeneração que entendo necessária fazer nas nossas cidades, para que continuem a servir de uma maneira eficiente as populações, de forma a responder às crescentes e cada vez mais diversificadas necessidades das populações que a habitam e que lhe atribuem dimensão e significado. As cidades são o espelho das pessoas que dela fazem parte, como tal, estas devem ser moldadas e construídas à imagem das populações. No entanto, pretendo abordar temas que estão adjacentes a esta problemática, tais como o problema do território, sua disciplina e configuração e de que forma esse factor é ou não determinante na organização e estruturação das cidades. Na referência às cidades e sua organização surge inevitavelmente a disciplina do urbanismo, à qual é minha intenção reservar especial atenção no estudo da sua relação com o território, e de que maneira pode o urbanismo responder às crescentes necessidades das populações, ignorando as pressões económicas e politicas da sociedade. A respeito do urbanismo e do que é fazer urbanismo de qualidade, faço aqui uma citação do Arquitecto e Professor da Universidade Técnica de Lisboa, Sidónio Pardal: "Uma das condições fundamentais para que o urbanismo seja consequente na qualidade, passa muito pela escala a que ele opera. Sem a oportunidade de planear a expansão dos aglomerados no contexto de Plano Geral de Urbanização fica muito comprometida ou mesmo perdida a faculdade de fazer bom urbanismo." Esta afirmação transporta-nos para outro facto que abordarei na minha dissertação, que tem a ver com as intervenções em grande escala e a sua importância naquele que é o meu objecto principal de estudo, a regeneração da cidade. Ã? meu objectivo, alcançar algumas respostas no final da dissertação, que permitam estabelecer estratégias/princípios que possam servir a cidade neste seu permanente processo de evolução urbana.

The objective of this dissertation is in first place the development of personal knowledge in an area that motivates me, trying modestly to point some possible ways for the resolution of a situation that has been coming to "destroy" our cities. The urban regeneration is a process broadly experienced but it is treated like a little understood phenomenon. Although some cities have been involved in regeneration outlines and still a lot of development companies, financial institutions and community organizations have participated in such adventures, no there are a single prescribed form of practical urban regeneration or a single authorized source of information. The object of study of my dissertation work is essentially the city and the regeneration that I understand necessary to do in our cities, so that they continue to serve as an efficient way the populations, in way to answer to the crescents and more and more diversified needs of the populations that inhabit her and that you/they attribute him/her dimension and meaning. The cities are the peopleâ??s mirror that you/they are part of her, as such, these should be moulded and built to the image of the populations. However, I intend to approach themes that are adjacent the this problem, such as the problem of the territory, and configuration that organize and structure cities. In the reference to the cities and their organization appears the discipline of the urbanism unavoidably, to which is my intention to reserve special attention in the study of relationship with the territory, and that it sorts things out can the urbanization to answer to the growing needs of the populatïons, ignoring the economical pressures and politics of the society. Regarding the urbanization and of the one that is do quality urbanization, I make a citation of Architect and Teacher of the Technical University of Lisbon, Sidónio Pardal here: "One of the fundamental conditions for the urbanization to be consequent in the quality, it goes a lot by the scale that operates. Without the planing opportunity the expansion of the agglomerates in the context of General Plan of Urbanization is very committed or even lost the university of doing good urbanïzation." This statement transports us for other subject that I will approach in my dissertation, that has to do with the interventions in great scale and the importance that it has on my main object of study, the regeneration of the city. It is my intention, to reach some answers in the end of the dissertation, that allow to establish strategy that can serve the City in the permanent process of urban evolution.
