Um contributo para a reforma do sistema público de pensões

Abstract

Com a recente retoma da actividade económica, melhorou a Conta da Segurança Social. Não obstante esta boa notícia, de natureza marcadamente conjuntural, o sistema público de pensões em Portugal continua estruturalmente desequilibrado, mesmo levando em conta as medidas correctivas (insuficientes) implementadas na década passada (RODRIGUES, 2016). O objectivo desta breve nota é apresentar e justificar cinco princípios que devem nortear a inevitável reforma que se aproxima. Para além de tornar o sistema mais robusto a choques, no seu conjunto, estes cinco princípios reforçam a sustentabilidade financeira de longo prazo, a suficiência de rendimento na velhice, a eficiência económica e um acesso mais transparente e mais atempado à informação.

With the recent recovery of economic activity, the Social Security Account has improved. Notwithstanding this good news, of a markedly conjunctural nature, the public pension system in Portugal continues to be structurally imbalanced, even taking into account the (insufficiently) corrective measures implemented in the past decade (RODRIGUES, 2016). The objective of this brief note is to present and justify five principles that should guide the inevitable reform that is approaching. In addition to making the system more robust to shocks, taken together, these five principles reinforce long-term financial sustainability, sufficiency of income in old age, economic efficiency and a more transparent and timely access to information.
