A R2P aplicada ao conflito israelo-palestiniano : uma comparação com a intervenção na Líbia

Abstract

Esta dissertação analisa a recente escalada de violência entre Israel e o Hamas, que tem abalado a paz e segurança, tanto na região do Médio Oriente como internacional. Perante este cenário levanta-se a questão de como proteger os civis afetados por este conflito. Vários líderes e académicos têm apontado a aplicação da doutrina R2P como a "solução" para a proteção de civis. No entanto, surge uma nova dúvida: a quem cabe essa responsabilidade? Com esta dissertação pretendemos demonstrar a complexidade da doutrina da R2P. De igual modo, queremos desvendar as causas e perceber o conflito israelo-palestiniano. O método utilizado foi uma análise indutiva de base qualitativa, através da revisão de literatura de monografias e de artigos científicos, assim como através de relatórios divulgados pelas organizações de direitos humanos, pelo Global Center for the Responsability to Protect, e através da análise de resoluções da Assembleia-Geral e do Conselho de Segurança das Nações Unidas. O principal objetivo a atingir com esta dissertação de mestrado é responder à questão se a doutrina da R2P pode ser aplicada ao caso concreto do conflito israelo-palestiniano, e perceber as razões pelas quais a comunidade internacional interveio na Líbia em 2011 sob o contexto da R2P, mas continua reticente em intervir em Israel e nos Territórios Ocupados.

This dissertation examines the recent escalation of violence between Israel and Hamas, which has shaken peace and security, both in the Middle East region and internationally. With this background, the question arises of how to protect civilians affected by this conflict. Several leaders and academics have touted the application of R2P doctrine as the "solution" for the protection of civilians. However, a new question arises: who is responsible for this? With this dissertation we intend to demonstrate the complexity of the R2P doctrine. Likewise, we want to uncover the causes and understand the Israeli-Palestinian conflict. The method used was an inductive qualitative analysis, through the literature review of monographs and scientific articles, as well as through reports published by human rights organizations, by the Global Center for the Responsibility to Protect, and through the analysis of resolutions the General Assembly and the Security Council of the United Nations. The main objective to be achieved with this master's thesis is to answer the question whether the R2P doctrine can be applied to the concrete case of the Israeli-Palestinian conflict, and to understand the reasons why the international community intervened in Libya in 2011 under the R2P context but remains reluctant to intervene in Israel and the Occupied Territories.
