Desenvolvimento local de comunidades rurais : o papel dos assistentes sociais no âmbito do Programa Rede Social

Abstract

Este estudo constituiu uma abordagem ao papel dos Assistentes Sociais no âmbito do Programa Rede Social, tendo como objetivo geral compreender a representação social destes profissionais relativamente ao seu papel no desenvolvimento local, e, mais especificamente, no âmbito do Programa Rede Social. Face a este contexto, colocou-se a questão central desta investigação: Quais os contributos dos Assistentes Sociais, percebidos pelos próprios, no âmbito do desenvolvimento local? Esta investigação assume-se de natureza qualitativa, adotando-se como abordagem metodológica o estudo de caso, centrado num município do Alentejo. Para a recolha de dados empíricos, recorreu-se a entrevistas semiestruturadas a quatro Assistentes Sociais. Foi então possível conhecer o entendimento e as perspetivas das entrevistadas relativamente ao seu papel no desenvolvimento local, no âmbito do Programa Rede Social. Concluiu-se que, todas as Assistentes Sociais participantes no estudo consideram a profissão de Serviço Social indispensável ao desenvolvimento local da comunidade. A intervenção em parceria foi valorizada pela maioria das entrevistadas, considerando que responde aos problemas e necessidades dos indivíduos da comunidade. Concluiu-se, igualmente, que o Programa Rede Social se revela fundamental numa comunidade rural, embora sejam apontadas vulnerabilidades ao processo de funcionamento da Rede Social, por parte das entrevistadas. De assinalar, algumas dificuldades verificadas no estudo, nomeadamente, a existência de poucos Assistentes Sociais no terreno e dificuldades no acesso ao campo empírico, uma vez que nem todos os Assistentes Sociais puderam ou estiveram disponíveis para participar.

This study composes an approach to the role of Social Workers within the Social Network Program, with the general objective of understanding the social representation of these professionals in relation to their role in local development, and, more specifically, within the Social Network Program. Given this context, the central question of this investigation was posed: What are the contributions of Social Workers, perceived by themselves, in the context of local development? This investigation is of a qualitative nature, adopting the case study as a methodological approach, centered on a municipality in the Alentejo. For the collection of empirical data, semi-structured interviews with four Social Workers were used. It was then possible to know the understanding and perspectives of the interviewees regarding their role in local development, within the scope of the Social Network Program. It was concluded that all Social Workers participating in the study consider the Social Work profession indispensable to the local development of the community. The partnership intervention was valued by most of the interviewees, considering that it responds to the problems and needs of individuals in the community. It was also concluded that the Social Network Program proves to be fundamental in a rural community, although vulnerabilities to the process of functioning of the Social Network are pointed out by the interviewees. It should be noted that some difficulties were found in the study, namely, the existence of few Social Workers in the field and difficulties in accessing the empirical field, since not all Social Workers could or were available to participate.
